The last big step to Austrian citizenship is often proof of German. As a rule, B1 is required, and many people are unsure: which exam actually counts, and is the certificate I already have enough?
This article puts it in context. One thing first, because it matters: what applies in your case is decided by the authorities, not by us. This is guidance, not legal advice.
B1, not A2
For naturalisation, proof of B1 is usually required. That is one level above A2, which is enough for Module 1 of the Integration Agreement.
And it is not only about language. Knowledge of the core values and of living together in Austria is part of it too. These are exactly the two things the Integration Exam B1 tests in one go.
Which exam is recognised?
The ÖIF Integration Exam B1 combines the B1 German test with Values and Orientation knowledge (Werte- und Orientierungswissen) and so fulfils Module 2. This is the usual route towards permanent residence and citizenship.
Depending on the requirements, other B1 certificates are accepted as well. Only the responsible authority can confirm bindingly whether your certificate is enough, in Vienna for example the MA 35. Ask there before you rely on an old certificate.
Why the Integration Exam is the direct route
In one single exam it covers what is required for residence and naturalisation: B1 German and Values and Orientation knowledge. You do not have to organise two separate certificates.
The values part has a nice side effect: because the questions come from a fixed, public catalogue, you can be fairly sure of passing this part with a bit of practice.

Practise Integration Exam B1Frequently asked questions
Is A2 enough for citizenship?
For naturalisation, B1 is generally required, not just A2. The responsible authority will tell you exactly which level is required in your case.
Does an old B1 certificate still count?
That depends on the type of certificate and the current requirements. Before you apply, get confirmation that your certificate will be accepted, instead of simply assuming it.
Is the Integration Exam the same as the ÖSD certificate?
No. The ÖSD B1 (ZDÖ) tests language only. The Integration Exam B1 also has the values part and fulfils Module 2. We explain the difference in detail in our guide “ÖSD or ÖIF B1”.
How do I get started?
Ideally with a model test that shows you how far your German has come. Afterwards you know whether you are nearly there or still need a few weeks.
