You always have to pass Sprechen and Werte. On top of that you need B1 in Hören and Lesen or in Schreiben: one of the two is enough.
Fatma is far above the line in Sprechen and Werte. Still, she did not pass: in Hören and Lesen she is one point short of B1, and in Schreiben also exactly one.
